2. Discussions Regarding Further Meetings on Water and Energy Issues for PICS after the 3rd World Water Forum at Kyoto, Japan from March 16-23, 2003

3. PICS Issues Regarding Dependency on Fossil Fuels and Global Warming Trends

a. Consideration of OTEC and other renewable energy sources to be used to mitigate clime change and reduce fossil fuel dependency of PICS

4. Alliance Agreement for New Challenges

a. Establish a working dialog amongst the PICS for sharing human and technical resources; and 
b. Forming a strategy for funding the development and advancement of renewable energy sources in the region

5. Palau Declaration

a. Draft and endorse a unified Declaration starting the PICS position on water and energy issues for the 3rd World Water Forum, to be held in Kyoto, Japan from March 16-23, 2003
